We analyse the challenges and options for developing an effective long-term global climate policy for GCC countries. We examine GCC countries' exposure to climate risks and the mitigation and adaptation options available to them. We examine the macroeconomic cost of achieving the emissions reductions implied by the Paris Agreement and assess the possibility of balancing the burden through an allocation of emissions permits in an international emissions trading scheme. Focusing on Qatar, we carry out a bottom-up analysis to see how this country could radically reduce its greenhouse gas emissions. We show how energy policy needs to change in the GCC countries to enable the global transition to a net-zero emissions regime. In particular, in this context, we make an initial assessment of the comparative advantage of the GCC countries in exploiting the negative emission technologies that are needed to meet the Paris Agreement target.
